I would imagine that the POed people of Ann Arbor are stealing papers out of the boxes to get back at the "paper." It makes it hard to make money when people grab two at a time, so you try and steer them into a store where they can't get ripped off.

Theft of the FJ is up since June for sure.

It's more likely that people aren't taking any than two, and that's why they're eliminating boxes.
